security centre notification greyed out

When I open security center from control panel, I noticed that "change
the way that security center alerts me" is greyed out and cannot be changed.

I have up to date XP home SP2, antiviral, and windows firewall operational.

Any ideas please, thank you

Type Services.msc in Start/Run. Locate the Security Center service from the
listing, and start the service.
