Securing Admin User

I created an Access Workgroup file then created a new database having joined the workgroup. In the Security option I then created a user Manager and made it a member of Admins. I then removed Admin from Admins and made sure that all permissions were removed from User group and that Admins and Manager could Administer all objects. I then set Admin password, closed the database, opened it , logged in as Manager and created a table. I then logged out and back in as Admin and proved that I couldn't do anything with the table. As I final test I re-joined the System.mdw logged on as Admin and found that I could now do whatever I liked with my table! Can anyone explain where I am going wrong because I obviously haven't got a very secure system

That's where you went wrong. You created this database while logged in as
Admin (this user is common to all workgroup files). You should have done
the following first...
In the Security option I then created a user

If you aren't following the steps exactly in order as outlined in the
security FAQ, then it won't be secure.

You did things in the wrong order.
