secure32.html browser hyjacker

This browser hijacker, Secure32.html, has taken control of my Internet
Explorer. I have Windows Me. I have tried different virus scan
programs, like HiJackthis, killbot.*. I have tried different methods
to remove it via Safe Mode. Any suggestions?

another option is to take this god given opportunity to remove WinME and put
a decent OS on there by way of a new install
