secure website access denied

Recently while trying to access a secure website, one that I accessed many
times before, I get the message "Access Denied (policy_denied) Your system
policy has denied access to the requested URL. For assistance, contact your
network support team." I have no network and this message appears on both of
my laptops and my desktop. I am running XP2, IE6 (with all updates), Windows
Defender, McAfee Virus, and PC Tools Spyware Doctor. Another problem, maybe
related, I cannot change my security settings. I change them, and when I come
back to it, they have returned to the previous setting. Something has
obviously changed a setting somewhere, but where? Any help out there? I
really need access to a particular sight for work. Thanks for any help or
ideas.

What about if you turn off McAfee and Spyware Doctor?
