Secure web pages cannot be displayed

My sister's computer will no longer allow her to display secure web pages.
She can shop online but not check out, cannot get to her banking info, etc.
Everything was working fine until she had company that used her system. She
has no idea what this young man did, and cannot reach him.

We went through the Internet Options Security settings, and they are set up
exactly the same as my sytem, which is working correctly. We are at a loss
as to what else to check. Any help would be greatly appreciated, as we are
not all that technical.

What exactly is the error message that you get? I have something quick
thing to check... make sure the date on your Windows clock is correct.
Check the time, day, month, and year.

The message is "The page cannot be displayed" then has the usual reasons and
possible fixes. The page is valid, as I can view them on my system. Her
clock is correct. We do have SSL enabled.

Go through the following article if you have not already. It has some
settings that you might have missed and some other tricks. If all else
fails you can run a system restore to a time before the problem started.
If you try a system restore and the problem is not fixed, I would
suggest reversing the system restore.

I've had good luck fixing the problem by following the steps in that
Microsoft Knowledge Base article, particularly the ones under
"Re-register .dll files".

In a couple of cases, nothing in the article helped. I started the
computer in Safe mode with networking and found that it could access
secure sites. That pointed to a startup program as the culprit, and
it turned out to be Norton Internet Security. Uninstalling Norton
fixed the problem.
