scrolls too much with one click

When I try scrolling down a page by clicking on the scroll
bar, it doesn't just go down the equivalent of one
pressing of the "page down" key. it goes at least 2-3
times that distance. I noticed this a while ago and
switched to a different browser, but I just reformatted
and it's started doing it again. Using windows 2000 pro
and IE 6 with service pack 1.

Maybe this is the way scrollbar is 'supposed' to work:

Position cursor 'close' to the top/bottom of the
slider and it will scroll one window. Farther away
from slider and it will scroll farther.

Use the mouse wheel to scroll.
See mouse properties to adjust wheel.

Press/Hold/Slide actual bar.

Use keyboard shortcut keys:
Up/Down Arrows (See mouse properties to adjust)
Pageup/Pagedown (This is what you want?)
Home/End (Top/Bottom)

Right-click scrollbar...
Menu pops up...
Select option ("Scroll here" is neat!)

Thanks to everyone who has posted workarounds for this,
though with all due respect, they're pretty annoying to
use as well. However, turning off smooth scrolling
worked for me (though it had the unexpected and unwanted
side effect of changing my theme to the XP standard from
Windows Classic).

What worries me is that Microsoft see this scrolling
behaviour as an "enhancement" rather the bug that it is.
Has Microsoft given any indication that sane behaviour
will be restored i.e. 'click anywhere below scrollbar
cursor' = 'page down'?

I also find it a bit disturbing that this resulted from
a 'Critical Security Update' with no inkling whatever
that it would effect browser behaviour in this way.

Ironically enough, I've just realised the very interface
I'm using to compose and display this message also has
the very problem I'm complaining about - more evidence
that this is a deliberate design 'feature'.

I think it is kind of you to consider the possibility that the scrolling
change is a feature, not a bug. My own reaction was quite a bit less
charitable. Like, what kind of testing do these guys do that doesn't
uncover a change to longtime UI behavior? Apart from some Real Soon Now
weasling from MS-MVPs, I have not seen anything from MSFT that either
acknowledges this as a bug or commits to a date for a fix. Mind you, it is
hard to find solid information on bugs on MSFT's Web site. Or even a place
to report them.

I have started using Mozilla Firebird in the meantime. It's pretty good.
