Scrolling with a mouse

My agency recently acquired new computers with Windows
2000. When I use the mouse to scroll vertically and put
the mouse arrow on the little arrow on the vertical scroll
bar, pages move up and down properly. However, if I put
the mouse arrow above or below the moving marker in the
vertical scroll bar and click, it moves two or three
pages. I have tried every kind of setting under "mouse"
and nothing seems to change.
Any suggestions?????

I would think you got this effect from the security update MS03-048/KB824145.
Microsoft is aware of this problem with KB824145 and looking into it.
