Scrolling text on bottom bar

I once had scrolling text on the very bottom bar of the browser but have
lost the code for this. Can anyone please help.

I have to ask though, why spend all of that time making a web page and then draw the users attention
to a space 20 pixels high at the bottom of their screen??
