scrolling/scroll bar

When I click in the open space in the scroll bar, the
document moves two pages instead of one. when I click the
ends of the scroll bar, I get 3 lines movement instead of
one. This happens in Internet Explorer 6 and Outlook
Express. It does not happen when I'm working in Word or
Lotus. This started a couple weeks ago. I bought a new
(Microsoft) mouse, but the problem continues. I can't find
anyplace that shows settings for scrollbars.

A bug in the Q824145 patch. Microsoft knows about it.
Click immediately under the indicator in the scrollbar or drag the
indicator.

After reading other's similar situation, I went into
Control Panel - Add/Remove Programs - and
uninstalled 'Internet Explorer Q824145'. This put me back
where I was before I installed the IE KB824145 update.
Maybe I'll try reinstalling it in a couple weeks, if/when
they find a fix for the scrollbar bug. But for now, my
scrollbar is back to normal.
