Scrolling double-click

I'm using Win2k SP4, and recently I've noticed something that's been oddly
frustrating. In a couple applications (OE6 and IE6 specifically), clicking
in the scrollbar results in the page scrolling down 2 pages. If I click
immediately underneath the elevator box it scrolls only one page, but the
scrollbar is darkened as if it's still trying to scroll. It will stay this
way until the page is further scrolled and thus the bar is updated.

I've reinstalled my mouse drivers without success. This behaviour only
occurs in certain parts of the above mentioned applications; for example,
scrolling though the newsgroup posts does not employ this behaviour, but
scroll within an individual message does. Scrolling through the "Internet
Options" interface does not employ this behaviour, but scrolling through a
webpage does. I thought at first it had something to do with smooth
scrolling, but this turns out to not be the case.

The mouse is just a standard two-button ps/2 mouse.

Other recent posts have indicated that this is a known bug that was
introduced by SP 4. Microsoft is supposedly aware of it and giving it
some attention. (I'm waiting for their 'fix' too.)
