Scroll Bars on iMac

Hello, since upgrading from Mac system 9 to 9.1, I¹ve noticed that the up
and down arrows on window scrollbars appear at the top and bottom of the
scrollbar. Both arrows used to appear at the bottom of th scrollbar, making
it easier to scroll up and down the page. Is there any way of turning this
feature on again?
