screen resolution resets to 1024 after reboot

I want to make a user's resolution 800 X 600 but everytime
I reboot the machine it resets to 1024 X 768. The only
time it doesn't reset is when the user has admin
privileges. Anyone know how to make the settings hold?

As far as I am aware the screen resolution is fixed, and is the same as the
Administrators.
