Screen not scrolling smoothly

Having trouble with my screen not scrolling very smoothly when veiwing a web
page. When using the wheel or the side bar, the screen seems to scroll in a
wavey fashion instead of the normal fast and smooth, its like the side bar
is moving faster than the page can load if you know what I mean.
Any ideas

Suggestion: Internet Options> Advanced. Experiment with the "smooth
scrolling" setting found here.
