scheduled send and recieve not working in Outlook 2002

Can anyone point me to a fix for this feature or am I doing something wrong?
I have a user that says it works sometimes ie the auto send and recieve
which is set up to check ever 3 mins then sometimes she calls and says she
how not recieved email for 2 hours I tell her to hit send and recieve and
boom 4 emails come down?

Anyone else familiar with this? If so whats the fix

Go to Tools->Send/Receive Settings and make sure that Disable Scheduled
Send/Receive is not checked. If there is a check mark by it, uncheck it.

no there is not check. The schedule works sometimes but quits periodically.?
Im lost here? Maybe reinstall?
