SBS license problems

I'm getting messages in my event viewer saying that I'm running out of
licenses.
When I try to go into "licensing" through administrative tools, I get a
message that this is not available in Microsoft BackOffice Small Business
Server and to add licenses I need to go through start>manage server and
select about Small Business server.
Now I don't have this option either so I have no way of finding out how many
licenses I've got and therefore don't know how many I'll need to purchase.
I know that when the server was set up there would have been documentation
regarding this but this doesn't seem to have been kept.
Can anyone help me?
I did try to call Microsoft but after 3 calls and speaking to 7 different
people and going in loops I eventually gave up.
Also could someone explain how the exchange licenses work and how many
mailboxes I can create on a SBS 2000?

My server has service pack 4.
I've now got hold of a floppy disk and bought some licenses for SBS but now
when I try to add it it's telling me I don't have a small business server.
It's all very confusing; getting error messages saying that certain features
are not supported with Back Office Small Business Server and then being told
that I haven't got a SBS......
I'm going to try to get hold of a floppy for adding CALs to a Standard
Server 2000 and see what happens.
