SBS 2003 install - Missing files, invalid product key

I bought a Win SBS Std 2003 1-2CPU 5CAL OEM version today along with two big disks. Trying to install from CD #1, setup couldn't format my partition (I did so from NT4 instead), then couldn't find adminpak.msi, dbgeng.dll, driver.cab, ntprint.inf, pidgen.dll and sasetup.msi on the CD. I skipped these files and continued. Then it wouldn't accept the product key that was in the package. (I even tried the second product key, the one for Outlook.) I presume the missing pidgen had something to do with it. I'm not out of memory -- this is a 512MB machine, and it has two 40GB disks and one 15GB. What's the next step?

I got past it. Booted NT and copied pidgen.dll into \windows\system32 directly from the CD. Also copied the other files to reasonable places while I was at it. I have no idea why setup didn't copy it in the first place
