Save video for DVD

I've gotten some great info from this forum, but am running into a deadline
so hope I can get a specific solution to my problem.

I made a 12-minute video that I need to burn to a DVD. Wanting the best
quality possible, I saved it to my computer in DV-AVI (NTSC) format. (It's
2.41GB.) The picture quality looks good, but there are hiccups in the video
and some pretty major hiccups in the audio. Should I save in a different
format?

Separate issue: I burned it onto a DVD using Sonic, and when I play it back
on my DVD player, I can't use the FF and Rew buttons.

Part 1.
Turn off all uneeded items that are running in the background, such as
internet, anit-virus, firewall, autosave, screensave etc etc.

Part 2.
How did you make your dvd?
Does it have a menu and a title, any chapter points in the title?
Did the movie get set as first play which is often protected from ff/rew etc
options to make you watch it all?
