SATA drive can't see files

My WPF VB.NET app can't see a customer's files on their external SATA drive.
My program can see their files on their internal C drive but not the
external SATA drive. Could this be an issue with security or the way
windows Vista 64-bit sees the Sata drive?

The customer can see the files and drive just fine in Windows Explorer.

What do you mean by your program "seeing" the files? How does it attempt to
access them? What error do you get when trying to do so?
