You could create a boot floppy. Copy the Ntldr and the Ntdetect.com
files from the I386 folder on the Windows XP Setup CD to a blank
floppy. Create a boot.ini file with the following:

[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP
Professional" /fastdetect
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP
Professional Safe Mode" /safeboot:minimal /sos /bootlog
Save the file to the floppy. Boot from the floppy and you will have the
option to boot into Windows safe mode.
