safe mode, how to stop on reboot

I have restored winxp home edition (Dell), everything goes ok. Computer then
reboots to finish restore but it will only reboot in safe mode.
The restore then says it cannot continue in safe mode and reboots again in
an endless cycle.
I have used the f8 key to interrupt the reboot and change to "start windows
normally" and have tried every other choice but it always reboots into safe
mode.

1. what file is causing this?

2. is there such a thing as a cd that contains enough of an operating system
so that i can at least copy files off of the drive onto a usb drive.
