Running Macros in Outlook ?? It Won't let me...

Hi there,
I wanted to run a macro in Outlook 2003.
Whenever I try though what happens is MS Visual Basic opens and gives me the
error:
"The macros in this project are disabled. Please refer to the online help or
documentation of the host application to determine how to enable macros"

Well... I have done that but either have not find the right info or I have
to do something more. Under the help topic "Macro language support is
disabled"... Outlook help simply tells me to Install VBA support, but it is
already installed.
I have tried setting the security setting (temporarily) to LOW to see if
that made any difference... but it made none.

So, how do I go about ENABLING macros in Outlook 2003 ?

PS. If anyone out there knows how (and is happy to spend a couple of minutes
doing it for me) to write a small macro that will INSERT a particular image
into an email then I'd be grateful for the assistance. What I am trying to
do is to build a new drop down menu in the NEW MESSAGE window... which will
have various items on it... each one will call up a copy this macro - each
copy of the macro will have a different image file specified for insertion.
I've created a macro like this in WORD (when it can RECORD or write them for
you) and I know it's only a 5 or so line macro but I don't know much about
writing them.

Hi Diane,
No, admitedly I had not restarted Outlook. I will do that now and see what
happens.
Yes, that has fixed it.
I have also done the self-signing thing and set my security to Med.

(use selfcert to sign the macros) is better than low.
