running command prompt causes shell and explorer crash

HI, the command prompt and regedit causes exlorer to crash. Have tried from
"run" and the configuration utility...

then the config utility also crashes...
Faulting application msconfig.exe, version 5.1.2600.5512, faulting module
mfc42u.dll, version 6.2.8071.0, fault address 0x00001088.

First noticed it after installing a new graphics card (radeon HD3650) and
ie8 which sent everything crazy, especially Norton Internet Security2008.
Have now gone back to IE7 and upgraded norton to NIS2009. All browsers have
been crashing sporadically since...

Things are a bit more stable now as I have disabled all the start up progs
except Norton. Disabled all the other services in msconfig except microsoft
and made IE my default browser...

Any suggestions... firstly to get the command prompt and reg editor back and
then something to try to stablise the system and get my browsers and services
back...

OK, I have done a repair install back to XPHome SP1 and after many trials and
tribulations I have managed to get it back up to SP3 again...

IE7 seems to be working OK and I have got rid of NIS2009 and installed the
latest Kaspersky.. (It found a couple of trojans and efectivly blocked some
backdoor activity)

Lots of svchost crashes when trying to contact Microsoft update but it seems
to have stopped now...

Things are working better but regedit.exe and cmd.exe still just turn
explorer off and then it comes on again and briefly imapi runs??

any advice?? thanks... rod..
