Running a custom program that uses Access without MS Access instal

Please pardon my obvious ignorance on this subject, as I know nothing about
MS Access. We have a program written for us that apparently uses MS Access
somehow. I would like this program to run on computers that don't have MS
Office or Access installed. I was told that this is possible, but wasn't told
how. Is there a way this can be done?

Yes, using what is called the "runtime version of Access". There is a
different solution for each version, but I would suggest you download
the FREE Access 2007 runtime from microsoft.com and see if your app
works. Since Access is typically pretty good at being backward
compatible it may be all you need.
