I think that (in XPHOME at least) you cannot run as 'THE ADMINISTRATOR",
only in the emergency boot mode can that account be accessed.
I expect you have already simply tried the command runas in a command prompt
window to get the command formats.
As there is at least one user account with full administrator privileges
that account should be able to do anything you want done.
(I tried to runas my 'ADMINISTRATOR' account and got prevented , could run
as one of my other accounts.)
(I.E. at the command window "runas /user:visitor cmd" requested the password
and opened another command window with heading
showing is was 'running as')
