RunApp giving new error

I open some Excel files in a macro using the RunApp action. This has been
working with a command line of "L:\Audit\CSC#.xls". This morning for no
apparent reason I get an error of "AP Audit can't invoke the Application
using the RunApp action."
AP Audit is the name of the database and 'L:' is a network drive. I have
also tried it with everything resident on the PC.
I have used the RunApp action before to do the exact same thing without
problems.
I verified I could start Excel by changing the command line to the path to
Excel on my computer but can't get it to work with a path name to a file!!!!
This should be a real simple problem but it is beating me up.
Help!!!

Forgot to add - I can make it work by combining the two actions - Run Excel
and open the file. "C:\Program Files\Microsoft Office\OFFICE11\Excel.exe"
""L:\Audit\CSC#.xls". I am implementing this fix but would like to know why
it worked previously just using the path to the file.
