Run rules on folder other than In Box?

I can make a rule that moves every incoming email to a folder in my personal
folders, OR I can run numerous rule on mail that comes to my inbox. I can't
seem to run numerous rules first, then have everything left over move to my
personal folder, even though I put the "move messages received between
specific dates" rule last. I can "Run rules now" on the personal folder, but
I can't figure out how to run the rules on the personal folder automatically.

What am I doing wrong, please?

The last rule to move everything needs to be at the bottom of the list and have no conditions so it applies to all mail. You can't use Outlook's rules to mve essages later, unless you use Run Rules now.
