Run As screen

When ever I try to open a program, I get this Run As screen. I thought it was Norton, but uninstalled Norton and I still get the screen. Does anyone know why I get this screen. Thanks.

I'd suggest asking this in a newsgroup related to whatever operating system
you're using.
