I have Outlook 2003.

I wish to know if I can set up a "generic" rule to send one type of email
that I constantly get to the junk mail box.
These are fake stock tips and most of them come in with the subject as
follows: "It's Emmett" or every other one uses as different name.

Can rules be set up to use the following: "It's *" where I was hoping that
the "*" would cover any name that is used?

Rules have no wildcard feature. The type of junk you're describing is
something a rule will be hard-pressed to handle, unless there is some
consistency, like a particular IP address source in the headers. You may be
better served by using an add-inlike http://spambayes.sourceforge.net/
