Rules should allow "Sent TO" for CC & BCC as well as TO fields

I recently discovered a shortcoming in the Rules handling during a
conversation an a distribution list.

If a participant in the discussion elects to BCC the DL to take the
remaining items offline, then the rule which is set up to handle list mail
fails to recognize that item.

In attempting to edit the rule to handle these types of circumstances, I
discovered that a DL can not be set as an item for either CC or BCC
recipients. This means that any list mail that does not include you as as a
direct recipient (via to, cc or bcc fields) can not be processed by the rule.

Suggest that this be altered to allow for additional or custom rules that
are not "wizard" based.
