Rules "On this machine only"

I have 3 email accounts in Outlook- 1 POP and 2 IMAPs. I have all the rules set up to work on the Inbox. Everytime I create a rule, it adds a check box "on this machine only." It is driving me crazy because I want the rules to work everywhere. And I have a lot of rules! Is there any way to turn off this feature everywhere?

Rules are stored in the pst and will only work on the machine they were
created on, unless you use Exchange server (and are server side rules). If
you move the pst to another machine, you'll need to edit the rules to enable
them on that machine.
