Rules don't apply to Junk...

I am unable to figure out how to make rules automatically apply to mail that
goes straight to my junk folder. If I manually apply the rule to the
folder, then the mail is permanently deleted as requested, but it won't work
directly. Am I missing something or is there some reason rules don't work
on junk?

I don't have ALL junk mail automatically deleted so that I don't lose
something that gets classified as junk but isn't, so I am setting rules for
each group that has managed to get my address.....

This behavior was changed on user request in SP1. The situation was that if
a rule applied to a mail while it was spam it wouldn't be filtered. So
therefore it now classifies first whether or not it is spam and applies
rules when it is not.
