rule to stop messages being sent without a 'to' reciepient

Hi

I have noticed that when sending an email in outlook, i can send an email
whith only entries in the cc or bcc boxes, and nothing in the To: box. Is
their a way to stop it from sending an email that doesnt have a reciepient in
the To box?

No, outlook doesn't have an option to block it. You could use VBA to warn
you - there are samples at outlookcode.com.
