RPC Server Unavailable

I receive this message when trying to load the install program for a CD. I
have checked the registry and the RPC Server is started and set to Automatic.
The computer on which I am running is not connected to or part of a network
so the RPC Server should not even be involved butv this error msg prevents
the program from loading abd I am at odds as to how to eliminate the problem.
