Roaming USer not on the Domain

I would like all Domain GPO computer policies to stick even when the user is
not attached to the domain. I know they can click the dial into domain at
login check box but my users do not need or use that. Policies like renaming
the administrator account and firewall rules do not get set if the computer
is not connected to the domain. Is there any other way to make these setting
stick other than setting them locally. It seems counter productive to the
whole GPO methodology. It seems to me that the policies should stay until
either they are removed from the domain or changed on the domain.

If you can log them onto the domain the first time, it will download a
cached copy of the account information. After that, they can log on remotely
to the domain. It will used the cached copy. All GPO's will be applied. this
is what we do with our laptop users..... Works great...

Do you know of anything that would prevent this behavior? The policy applies
when I am attached to the domain. Things like the renaming of the local admin
account and firewall policies do not cache for me. The event log setting stay
though? I do not have delete cache copies of roaming profiles policy; they
would not be able to log in anyway off the Domain if I had that policy.

Are you using the firewall policy?
