Let me first make sure I understand the problem properly -
You are backing up the roaming profile on the file server, not the profile
files on the actual PC.
The Local Settings folder in the user profile is excluded from roaming -
this is by design. Typical data written here are PST files - do you want a
<large>MB file copying off the PC to the server at log off and vice versa?
So when you backup the profiles on the server you are not getting all the
files which are in the profile on the PC.
Right?
There is a Group Policy item (User Configuration > Administrative Templates
System > Logon/Logoff > Exclude directories in roaming profile) which you
can use to restrict additional directories in the user's profile from
roaming.

So - I don't believe there is an easy way to do this. You could investigate
using a logoff script. Or since you are dealing with PST files you are
better off putting these onto a network drive and configuring Outlook to
open the PST file off the drive - no copying backwards and forwards each
time when the user logs on or off.
