Roaming profile download issue

I run a small network of 25 users. Sometimes, at logon, a
user does not get their roaming profile, but a default
profile. What is causing this and is there anything I can
do to redctify the problem?

Or may be there is network issue and if it is not able to connect to the
server then it will use local profile
