Does any one can explane what RLSD or CommChangeEvent does and on what pin
it response

RLSD stands for Received Line Signal Detector (also known as DCD - Data
Carrier Detection) and notifies that the modem is on line and ready for
transmission. It's the CD (pin 1)

I do not know CommChangeEvent
