RIS CD-image error

Hi...I loaded the volume license key CD-image (MSDN CD) into the RIS
server, it looks OK when the image was created. However, it gave an
error message when I used this CD-based image to install a new
computer. It says:

Setup cannot find a previous version of Windows installed on your
computer. To continue, Setup needs to verify that you quality to use
this upgrade product.
Please insert your Windows NT3.51 workstation. Windows NT 4.0
workstation, Windows 2000 Professional, Windows 95, Windows 98, or
Windows Millennium CD into your CD-ROM drive.

I am sure that my MSDN subscription is a full installation version of
VLK XP pro, not an upgrade.

How this message come up?

Volume License Agreements never cover the initial
Windows operating system license. They only cover
Windows desktop O/S upgrade licenses. Windows
Volume Licensing is designed to upgrade previously
acquired full Windows licenses only.
