Right to install software

I have an NT 4.0 domain with windows 2000 workstations.
Is there anyway i can give selected users the ability to
install software on their machines. I checked under
Policies in user manager and can't seem to find anything
related to software installs there. I know making the
users Power Users on their local machines works but is
there any way to do it at the domain?

It is due to the security model that Windows 2000 uses. See the following
article for a workaround. Note that this will loosen the security on the
local machine from default settings.
