hello,

when I open MM the far right side of the screen is no longer visible, the
right side where the up and down arrow scroll bar should appear at the right
end of the timeline etc.

doesnt show even if I resize or stretch the entire program window

where did it go? how to get it back?

If you enlarge the Movie Maker viewing screen by
placing your pointer on the edge of the viewing screen
until you see the double arrow and then drag it down
to enlarge the window...a vertical scroll bar will appear
on the right end of the timeline.

Maybe I don't understand your question...
but there is no vertical scroll bar on the right
end of the timeline unless the View Screen
is enlarged to the point that the timeline is
too narrow to display the tracks.

Have a look at the following screenshots:

enlarged viewscreen (there's your vertical scrollbar)
