"Reviewing" toolbar keeps showing up

How can I permanently turn off the "Reviewing" Toolbar?

I go into Tools>Customize>Toolbars to turn it off, but
nearly every time I open Excel it reappears.

I want it always off unless I explicitly call for it. How
can I set this up?

Hi Kevin

You can use this line to disable it
Application.CommandBars("Reviewing").Enabled = False
Set it to true to use it again

Actually I believe the annoying popup Reviewing toolbar is triggered by
certain custom file properties. Go into File, Properties and the Custom
tab. There you will probably find several custom properties that begin with
underscores (as I recall). If you delete them and save the workbook and
close the Reviewing toolbar, I think the next time you open the workbook the
toolbar will not appear.
