Retrieve Data from Laptop HD

My laptop (Toshiba Tecra M2) died and I am trying to retrieve data from the
HD. I purchsed a 2.5" Disk enclosure with USB 2.0 connector, that is
supposed to be supported by XP HE that I am running on another laptop. When
I connect, I get an error on the USB device, the device cannot start (code
10).

Can anyone suggest some steps to get the drive connected? I am going to
use the drive in a new laptop (identical model), so I do not want to
reformat.

Did you install the drivers that came with the Disk enclosure?

I didn't because it said they were only needed for 98 SE. The instructions
says, "No additional drivers are needed for Windows XP...the operating system
will automatically detect and install the necessary drivers."

It isn't clear from what is on the CD what would apply to XP.

Does the enclosure have a power supply?
Is the hard drive trying to spin?
Could be the hard drive died.

I can hear the drive spinning. The enclosure manufacturer advised that there
may not be enough power to the enclosure. Will try swapping the enclosure.
