Restricting program access

I am not really a new user but this need is new to me.
User "child" start menu shows the same programs as my start menu but I do
not want them to be able to access most programs.
How would I go about this. Please use account CHILD and restrict from MIRC
for example.

The Start menu for each user is made up of the contents of these two folders
where AccountName represent the name of the user.

C:\Documents and Settings\All Users\Start Menu

C:\Documents and Settings\AccountName\Start Menu

Because of this, any shortcut in the All Users\Start Menu folder will be seen by
every account. If you don't want certain programs showing on your child's Start
menu, move the shortcut to the program out of the All Users\Start Menu folder
into the Start Menu folder for your account.

If you're looking to further restrict the activities of your child, you might
consider using this program from Microsoft.
