Windows XP Restricting C:\windows folder through group policy

Hi Everyone,

Is there any way I can restrict users from accessing C:\Windows or C:\windows\system32 folder through group policy?? I tried blocking and hiding C drive but by doing so users can neither create folders on desktop or can add PST's. Giving them access to C drive is creating problem for us. Please help me out in this.
