Restricting access to a partition

I'm trying to figure out if I can restrict access one or more partitions of
the hard drive, other than to the administrator, of course. I'd like to
restrict access to the entire partition and not just to single directories or
files, if that's possile. I can't quite figure out from Help screens whether
that is possible on a stand-alone computer. Thank you,

XP Home or Pro?

If it is Pro just open My Computer, right-click on the icon for the
partition and select Properties.

Go to the Sharing tab and configure it as you want.

If it is Home you may have to boot into Safe Mode in order to get
access to these settings.

The sharing tab doesn't seem to want to cooperate. (I am running Pro and
logged-in as admin currently.) The option to make a "folder" private is
grayed out (not checked either). I can't select it, but is that because it's
for folders and not for partitions, which are labeled, of course, with drive
letters? If not, I don't know why else it's grayed out.
