Restricted Access

When I click on a link in an Outlook email I get an error message saying that
the operation was canceled due to restrictions on the computer and to see the
system administrator - I am the system administator and I haven't restricted
anything but I can't seem to find out what is causing this error - any help
would be apprciated.
