restrict internet access

All users on an XPpro machine have individual login and password. Only
one user is an administrator, all others are limited users. Can I
restrict internet access to certain users? But still be able to view html
files locally.

Through the GPO, by denying them Internet Access or you can remove the
Connection from their accounts in here:
C:\Documents and settings\<User>.

Hi.
What GPO är you refering to? I got a couple of PC in a domain (AD, win 2003
enviroment) which I need to restrict (cut off) internet communication for.
Searching like a mad man thrue GPO's but have not found any "good" one yet.
