Restoring Win 2000 Upgrade Edition

I finally upgraded from 98 to 2000 using Windows 2000
Upgrade Edition. Using Windows 2000 backup facility, I
have it fully backed up including daily incrementals. Now
my hard drive is getting flakey. I have to replace it.
There seems to be no way to restore the backup!
The "Emergency Repair Disk" is not bootable! It works
together with the CD to try to fix a broken system.
There's no way to get the backup facility onto the blank
disk without Windows 2000 already being installed. You
can't install Windows 2000 Upgrade Edition onto a blank
disk. It insists on having Win 98 already on the disk. I
no longer have Win 98 to install onto the disk. What good
is the backup!

What ever makes you think you can't install Windows 2000 onto a blank
disk? Of course you can. Boot on to the Windows 2000 CD and begin
installation, when prompted you'll have to insert a qualifying CD into
the CD drive. If you no longer have your Win9x CD borrow one from
someone else. You can also use a Windows NT CD, that's also eligible
for the upgrade.
