Restoring Bitlocker

I used the bitlocker utility to create the S partition. Now I realize I
can't use it. How can I restore the S partition back to the C partition?

Why can't you use it?

To get rid of the S: drive and return the storage space to the C: you need
to delete the S: and then extend the C: volume into the unused space. You
need to be REALLY careful with this to make sure that you don't lose the boot
files. You can follow these instructions in reverse:

Make sure you have a bootable partition on the C: drive before you get rid
of the S: drive though. Once you are sure that works you can use diskpart to
remove the S:.

I can't use bitlocker because I don't have the necessary card needed for it.

See the "Bitlocker and TPM" thread just before this one. Yes, you can still
use it. That thread also has a link that was not line-broken.
