We have a GPO set to disable the shutdown feature on all our PC's. But,
what that GPO does is disables the Shutdown option from the CTRL+ALT+DEL
window and removes the Shutdown button from the start menu. My question is
how can I still retain a Restart option? I would like to keep the Shutdown
button, but disable only the Shutdown feature and retain the Restart
feature.

Disable the shutdown button and create a shortcut to handle restarts. Point
the shortcut here:
%windir%\System32\SHUTDOWN.exe -r -t 05
